I have a strong feeling that the pardon type commutation of Manning's sentence was a coercive act in order to fabricate criminal charges against Assange. Stated otherwise, the commutation of Manning's sentence was done in order to induce Manning to lie against Assange and claim that Assange asked him for the classified disclosures that he mailed him and helped him or advised him on how to safely leak them to him.
